Implement scale/norm methods for Histo1D

Description
The current plan is for Histo1D to just write the scale factor or target normalisation as an annotation (although maybe we should be storing the number as a number rather than a string, to allow conversion to a Scatter).
To provide API methods which respect the normalisation/scale factor choice (e.g. when requesting a bin's content/height), we will provide ScaledHisto1D and NormHisto1D subclasses.
